Who’s Behind?

Investigation No. 2 · Government websites & political tracking

An Arizona state .gov website is wired into Turning Point USA’s tracking network.

The official .gov website of the Arizona State Senate Republican Caucus runs Turning Point USA’s tag manager on every page. When a constituent looks up a senator or reads a press release, the visit is reported to Turning Point’s HubSpot marketing account, a donor-data cooperative and a string of ad networks. Public website records and $481k in campaign-finance filings trace the site to a Phoenix creative agency that builds websites for both.

  • 1 .govthe only .gov site in the HTTP Archive running a political group’s tag manager
  • 11tracking services triggered on every page of azsenaterepublicans.gov
  • 15websites in the same agency’s two Squarespace accounts
  • $481kin federal & Arizona campaign payments to that agency

Part 1

The short version

  1. azsenaterepublicans.gov is an official state government domain, issued through the federal .gov program run by the Cybersecurity and Infrastructure Security Agency (CISA). It is the public website of the Arizona State Senate Republican majority: senator biographies, legislation and press releases.
  2. Its page code loads Turning Point USA’s main Google Tag Manager container, GTM-NVJ4V6P, the same one that runs on tpusa.com, amfest.com, tpusastudents.com and a dozen other Turning Point websites.
  3. On every page view, that container triggers 11 tracking services. It reports the visit to Turning Point USA’s HubSpot marketing account (14495387), sends it to the Wiland data cooperative (100407), which fundraisers use for donor targeting, and fires Turning Point’s ad pixels for Meta, TikTok, X, Quora, Bing, The Trade Desk and Viant.
  4. Squarespace’s public settings show the .gov site was built in the same Squarespace account as six Turning Point USA websites and four Republican campaign websites. The account belongs to Phoenix producer Blake Wilson of BW Creative Agency LLC, which has been paid $480,917.28 by Arizona legislative leaders, Republican committees and federal campaigns.

Why it matters

A .gov address carries the authority of the state. People who visit a legislature’s website to find their senator or read about a bill are dealing with their government, not signing up with a private political organization. Here, their visits are recorded in the same HubSpot account Turning Point uses for its contact lists. A visitor who is later identified in that account (for example, by arriving from a Turning Point email link) can have those page views attached to their contact record.

Part 2

What happens when you visit azsenaterepublicans.gov

Around line 176 of its homepage code, the site loads googletagmanager.com/gtm.js?id=GTM-NVJ4V6P. Inside that container (version 147), rule R0 is set to run on every page and triggers 32 tags. These are the services they send data to.

Five clues that show how a .gov site ended up in Turning Point’s network

Each clue comes from a public technical record or an official campaign-finance filing, and each links to our saved copy so you can check it.

  1. 1 .govthe Arizona Senate caucus website
  2. 1 tagTurning Point’s GTM-NVJ4V6P in its code
  3. 12 sitesin the same Squarespace account
  4. 1 user“Blake Wilson” named as author on the .gov site
  5. $481kpaid to his BW Creative Agency by campaigns

Clue 1

15

sites in the HTTP Archive carry GTM-NVJ4V6P: 14 Turning Point sites and one .gov

Out of every .gov site in a public web crawl, only one runs a political group’s tag manager

What this is: The HTTP Archive is a public research project that crawls millions of websites each month and records every script they load. We checked every .gov domain in the September 2026 crawl for tracking IDs shared with political campaigns or advocacy groups.

One stood out: www.azsenaterepublicans.gov. It carries tag manager GTM-NVJ4V6P, HubSpot account 14495387 and TikTok pixel CUVNDQJC77UBOAMODLIG. Every other site in the crawl carrying those IDs belongs to Turning Point USA, including tpusa.com, amfest.com, tpusastudents.com, tpusafaith.com, tpusarise.com, clubamerica.com, theturningpointtour.com, realalexclark.com.

sites, including the .gov, share one Squarespace account ID

Squarespace’s public settings put the .gov site in the same account as Turning Point’s event sites

What this is: Adding ?format=json to any Squarespace web address returns a public settings file. It includes an account-level ID (bucketingSeedId) and, on many sites, the exact millisecond the creator’s account was opened (creatorAccountCreationDate).

The .gov site’s settings show it was created on August 12, 2025 by an account opened on February 8, 2018 at 20:26:18.320 UTC (1518121578320), with account ID 20072de0-6cd2-4b68-aa7a-ef269b129663.

12 sites share that account ID: the .gov, six Turning Point USA sites, four Republican campaign sites and the agency’s own site, bwcreativeagency.com. 9 of them also publish the identical account-opening timestamp; the other 3 (bwcreativeagency.com, mattgress.com, juanciscomani.com) don’t publish that field. A second account (5052d62a…, opened January 13, 2017) holds 3 more Arizona Republican sites, and Clue 3 shows the same person working inside it.

Clue 3

1

press release on the .gov is still credited to “Blake Wilson”

A press release on the .gov site is still credited to Phoenix producer Blake Wilson

What this is: New Squarespace blogs start with placeholder posts such as “Blog Post Title One.” Each post’s public settings record which account created it, and its web address keeps the original template name even after the post is rewritten.

On azsenaterepublicans.gov, the first template post was created at 16:13:48 UTC on August 12, 2025, five minutes after the site itself. It was later rewritten into a real press release (“State Lawmakers Escalate Probe Into Child Safety System Failures After Deaths of Three Arizona Children,” last edited January 8, 2026), but its address still ends in /blog-post-title-one-b9z9f and it is still credited to the account that created it: “Blake Wilson”, user ID 5a7cb26a6f935e60aec3a81a. The site’s recent press releases are credited to a Senate communications staff account instead.

Squarespace IDs begin with a timestamp. The first eight characters, 5a7cb26a, convert to 1518121578, which is February 8, 2018 at 20:26:18 UTC: the same second the account in Clue 2 was opened. The same user ID appears on Turning Point’s realalexclark.com, on Rep. Juan Ciscomani’s juanciscomani.com, and on tjshope.com in the second account.

sites load the same developer’s private layout scripts from CodePen account 3198845

The .gov site and Turning Point’s book site share custom code from one developer

What this is: Designers who build many Squarespace sites often load their own navigation and layout scripts from a code-hosting account. Those script addresses are a fingerprint of who built the site.

azsenaterepublicans.gov and Turning Point USA’s charliekirkstopinthenameofgod.com load the same two scripts from CodePen account 3198845 (WMSplitSections9720v3.1.4.min.js and WMSecondNav92220v2.1.1.js). Scripts from that account appear on 7 sites in total: mattgress.com, tjshope.com, juanciscomani.com, jasserforcongress.com, azsenaterepublicans.gov, charliekirkstopinthenameofgod.com, wernerforaz.com, spanning both Squarespace accounts.

Clue 5

$481k

in campaign payments to Blake Wilson’s BW Creative Agency

Campaign filings show Arizona legislative leaders and Republican committees paid the agency $480,917.28

What this is: Campaigns and political committees must report what they spend, to the Federal Election Commission (FEC) for federal races and to the Arizona Secretary of State for state races.

BW Creative Agency is a regular vendor for Arizona’s Republican legislative leadership, while Wilson also builds Turning Point USA websites:

  • Arizona filings: $198,571.56 from 29 committee-cycle totals (54 payments), led by Senate President Pro Tem T.J. Shope ($67,500), Rep. Matt Gress ($49,700), Sen. Carine Werner ($22,550), Kari Lake for Arizona ($12,500) and Sen. Shawnna Bolick ($10,500).
  • Federal filings: $282,345.72 across 70 payments, led by the NRCC, the House Republicans’ campaign arm ($89,032, a monthly communications retainer since mid-2025), and Rep. Juan Ciscomani ($77,850, including “website design”).
See the evidence

Every payment is listed in Part 8. The FEC name search also returned 16 unrelated rows (airport food vendors at BWI, Maryland, paid by Democratic committees in 2004–2018); we excluded them, and the ledger lists them separately.

A second pipeline: church voter-registration widgets

Mapping Turning Point’s tracking IDs turned up a second setup: a voter-registration tool embedded on tax-exempt church websites that, by default, reports to the same Turning Point tracking server as the .gov site.

  1. 3church websites embedding the widget
  2. vote.onlinethe voter-registration tool
  3. 1 tagcontainer GTM-M23X73JP, shared with tpaction.com
  4. site 621default destination, the same as the .gov site
  5. Turning Pointtpusa.aiproxies.com tracking server

In the September 2026 HTTP Archive crawl, tpaction.com, the site of Turning Point Action (the group’s 501(c)(4) political arm), shared tag manager GTM-M23X73JP and Meta pixel 1018146497309804 with four other sites: the voter-registration tool tools.vote.online and three churches, Calvary Chapel Greater Portland (ccgreaterportland.org), Faith Life Church (faithlifechurch.org) and Ignite Church Vermont (ignitechurchvt.com).

The decoded container shows how the widget decides where to send data:

The same container links cookies across *.tools.vote.online, *.tpaction.com and *.flytheflag.com (tag T0) and fires Viant pixel 116493 (tag T26), the same Viant ID that runs on the .gov site.

Nine years of building, and who paid for it

Squarespace site IDs start with the moment each site was created. Laid out in order, they show one agency building Republican campaign sites, then Turning Point sites, then the Senate caucus’s .gov, all from the same accounts.

Part 6

What was already known, and what’s new

Known Already public

  • Turning Point USA is based in Phoenix, and its close ties to Arizona Republican leaders have been widely reported.
  • Researchers and journalists have documented government websites loading commercial trackers.
  • Campaign payments to BW Creative Agency are public in FEC and Arizona filings, one committee at a time.

New What this investigation adds

  • That an official Arizona .gov site runs Turning Point USA’s own tag manager, reporting visits to its HubSpot account, Wiland and its ad accounts.
  • That it is the only .gov in the HTTP Archive’s September 2026 crawl carrying a political group’s container.
  • That the .gov was built in the same Squarespace account as 11 Turning Point, campaign and agency sites, and that a press release on it is still credited to the account holder.
  • That a church voter-registration widget defaults to the same Turning Point tracking server.
  • That the agency behind it has been paid $480,917.28 by Republican campaigns and committees.

Part 7

What this does and doesn’t show

We want to be precise about the limits of this evidence.

  • It is not an accusation of a crime.Nothing here alleges unlawful conduct by any person, vendor, campaign or government body. Using one designer for many clients is common.
  • It doesn’t show intent.Squarespace lets designers duplicate an existing site as a template, header code included. The tag manager may have been copied over from a Turning Point site by accident, or left deliberately. Either way, the effect on visitors is the same.
  • It is a caucus site, not the legislature’s main portal.azsenaterepublicans.gov belongs to the Senate Republican majority; the nonpartisan legislature site, azleg.gov, is separate. It still uses a state-issued .gov domain.
  • It is a snapshot.Records were checked and saved on October 14, 2026. The church findings come from the September 2026 crawl and the live container; when we rechecked the church homepages on October 14, the container no longer appeared in their homepage code.

How we did it

We searched the HTTP Archive’s September 2026 crawl for .gov domains that share tracking IDs with political organizations, then decoded the Google Tag Manager containers involved. On October 14, 2026, we fetched each Squarespace site’s public settings file and page code, matched account IDs, timestamps, author IDs and script sources, and pulled every FEC and Arizona filing naming BW Creative Agency. We saved a copy of every record.

Reuse this work. Our findings, text and data are dedicated to the public domain under CC0 1.0.
